Temporary Contract (6 Months)

£19.96 per hour

As part of the Shared Finance Service between the London Borough of Sutton and Royal Borough of Kingston an Accounts Payable Lead is required to manage a team of 11 Accounts Payable Officers. Reporting to the Head of Finance Operations and Resident Support, the requirement will be to deliver the Accounts Payable function across both Councils, being a single point of contact for both Councils and Suppliers, internal/external customers.

  • Responsible for the prompt and correct payment to suppliers of the Council, within agreed terms and to maximise cash flow for the Council. 
  • Ensure compliance with statutory regulations (e.g. VAT and sub-contractor taxation, Employment Rights Act and Consumer Protection Acts) impacting upon the day-day operation of the function.
  • Responsible for operational oversight: ensure items presented for payment are properly authorised in accordance with Financial Regulations, Policies and Procedures; ensure accurate cost classification/coding of purchase orders, and invoices, ensure queries to the accounts payable team are dealt with in an efficient and courteous manner.
  • Undertakes complaint investigations in accordance with the council’s corporate procedure
  • Liaises with Internal & External Auditors on all aspects of the audit of Accounts Payable providing explanation and information as required.
  • Assisting in the development and implementation of action plans to address any issues arising from Internal or External Audit Reports.
  • Anti- Fraud: overseeing implementation and effective operation of anti-fraud controls; raising anti-fraud awareness within the accounts payable team.
  • Ensure the highest standard of customer care is given to all customers/suppliers served by the Council, and that high quality advice and information is provided.
  • Communicates clearly with colleagues and customers, ensuring that internal and external customers are able to participate in consultation and two-way communications by communicating with the right people in a timely and appropriate way.
  • Provide team leadership including recruitment, engagement, performance management and reward.
  • To lead in the design and delivery of communication and engagement initiatives

The successful applicant will be MRICS qualified in commercial property with minimum two years’ relevant post qualification experience, and have good verbal and written communication skills in all relevant levels and environments.
